Federal product-safety regulators, responding to concerns about cadmium in children’s products,silver necklaces, Tuesday told manufacturers they could develop their own safety standards for the substance, but also proposed testing that would be more rigorous than children’s product makers say is necessary.

Still, a group representing makers of children’s jewelry and other accessories expressed concern about the CPSC’s proposed testing methods.

News that sterling has regained its poise against the euro this week is not necessarily cause for celebration for British investors, as a strong pound could handicap the returns of UK investment portfolios.
This week, sterling reversed its course against the euro and was up slightly against the US dollar following reports that the UK’s gross domestic product inched up by 0.8 per cent in the last three months, higher than had been expected.
By the week’s close, the pound had risen 1.66 per cent to $1.59 against the dollar and gained 2.1 per cent to 0.87 against the euro and was 0.9 per cent stronger at Y128.75 against the yen.
But financial advisers are warning investors that a strong pound could threaten their equity positions.
"Given around two-thirds of UK stockmarket revenues come from overseas, then a strong pound is generally seen as disadvantageous," says Justin Modray, founder of the advisory firm Candidmoney.com.
In the past year, sterling’s relative weakness against most other heavily-traded currencies has helped Britons invested in overseas stock markets as it enhanced currency gains when their equity stakes were translated back into sterling.
In recent quarters, the weak pound also boosted the earnings of London-listed large caps with an international focus such as Vodafone, Unilever and the pharmaceutical firm GlaxoSmithKline.
Sterling also received a boost after Standard & Poor’s revised upward its outlook for the UK from "negative" to "stable" and reaffirmed Britain’s AAA sovereign debt ratingin the wake of the coalition government’s spending review.
"The GDP data was twice as good as they thought and as a result, suddenly sterling has a bit of strength behind it,Tiffany Bangles on sale," says Stephen Hughes, chief analyst with the broker currencies.co.uk.
There are some upsides to a stronger pound, however. One is that any rise in its price makes raw materials and other imports cheaper for UK firms to buy, which improves profit margins.
In theory, a stronger pound also eases inflation by reducing the cost of imported goods and fuel,as oil is priced in US dollars. Buyers looking to obtain overseas properties at a discount also see more favourable market conditions as a result.
And British tourists are more likely to head to New York for the Christmas sales as well.
A number of bulls believe the outlook for sterling is improving. But even optimistic currency analysts think that its path to recovery will be rocky and that sterling might trade at a range of $1.55 to $1.60 and 1.13 to 1.2 for some time.
"It will be a way off before the pound rises significantly higher," says Duncan Higgins, senior currency analyst with Caxton FX. A hiccup in the markets,christmas watch, inflation or the introduction of another round of quantitative easing – or government debt buyback programmes – by the Bank of England would be enough to knock sterling off its course, currency analysts agree.
Caxton FX’s Higgins predicts that sterling will re-gain ground against the US dollar and the euro by December.
"I think around Christmas time, you’ll see sterling trade at consistently higher levels."
But Paul Mackel, a currency strategist with HSBC, disagrees. He thinks the fundamentals for sterling still look weak by many measures.
"Yes,tiffany necklaces, the growth figures for the UK economy might have been better than expected, but there are still some holes in the story. Will construction be able to hold up, for example?" he asks. "I think a healthy dose of scepticism about sterling is necessary. Investors are in a state of confusion. I still fear that markets will be looking to sell the currency."
Sterling’s value tumbled by more than 5 per cent against the US dollar,the euro and a clutchof other currencies between August and this month asa result of pessimismabout the UK economy, according to strategists at World First.
Sterling’s weakness this year has only been overshadowed by the poor performance of the US dollar.
This month, the greenback hit a 15-year low against the yen in intraday trade and lost ground across the board as the prospect of further monetary policy loosening inthe US weighed on thecurrency.
But it also gained ground this week after investors cut short positions on the currency on speculation that the Federal Reserve would take less aggressive action to stimulate the economy at its policy meeting next week.
Given the sharp swings in prices, currency movements are notoriously difficult to foresee, so investors should aim to have exposure to a range of UK and international companies, advisers stress. Buying into funds where currency risk is hedged appeals to cautious investors as well.
"I always think that currencies are hard to target, especially in fund-orientated portfolios," says Tim Cockerill, head of research with Ashcourt Rowan Asset Management. "And, of course,christmas jewellery, what’s gained by one currency is lost somewhere else by another."

Tiffany Key Rings on sale and Two women remain hospitalized
Two women remained hospitalized Tuesday after they were struck by a car in Beaver Falls the day before.
City police said a car driven by Tiffany Hubbard,Tiffany Key Rings on sale, 17,christmas key rings, of Beaver Falls slid on wet pavement around 4:45 p.m. Monday on the 11th Street hill and struck a utility pole. It is unclear whether Hubbard was injured in this crash, but she was able to get out of her car on her own.
As she walking along the road, she was joined by Patricia Cahalan, 46, of Beaver Falls and Cathy Smith, 52, of Georgetown, who stopped their vehicle and got out to help Hubbard, police said.
As they were standing along the road, though, a car driven by Steven White,Tiffany Bracelet, 18, of Wampum slid into the disabled vehicle and pushed it into the women, who were knocked down, police said.
White was not injured, but Hubbard was flown by medical helicopter to a Pittsburgh hospital. Cahalan initially was taken to Heritage Valley Beaver hospital in Brighton Township and then transferred to a Pittsburgh hospital. Condition reports were unavailable Tuesday afternoon.
Smith was treated at Heritage Valley Beaver and released,Tiffany Ring, a hospital spokesman said.
A power outage was reported for a short time from 11th Street in Beaver Falls to 17th Street in Patterson Township after the initial crash.
Police said they were not expecting to file any citations in the crashes as they appeared to be weather-related accidents.

Despite jewelry retailer Tiffany boosting its full-year earnings view and technology giants Dell and Intel making other upbeat comments, stocks were mostly lower Friday as economic data raised concerns about the state of the consumer.
The worries, prompted by a slip in consumer confidence, sent two of the three major indices lower Friday, erasing most of their gains for the week and pushing the Dow Jones Industrial Average to its first negative close in eight sessions. The index lost 36.43, or 0.4%, to 9544.20 Friday, putting its gain for the week at just 0.4%. But it is up 4.1% for the month to date, and on Monday will likely close out its best August performance in nine years.
The S&P 500 fell 2.05, or 0.2%, to 1028.93. Among the decliners were insurance company Cigna,silver rings, which fell 90 cents, or 2.9%, to $29.67, and drug giant Bristol-Myers Squibb, which lost 66 cents, or 2.9%, to 22.12.
The Nasdaq Composite, meanwhile,money clips, eked out a rise of 1.04, or 0.05%, to 2028.77, marking its highest close since Oct. 1. The index is on track for its sixth consecutive monthly gain.
Nasdaq-listed Intel, a component of all three indexes, climbed 78 cents, or 4%, to 20.25,Tiffany Earrings, after the chip maker boosted its third-quarter sales forecast, citing "stronger-than-expected" demand. Squirrels aim to add open-air suites at The Diamon
The Richmond Flying Squirrels are looking to add open-air suites on both sides of The Diamond’s press box, at a cost of about $250,000.
Chuck Domino, the Squirrels’ chief executive manager, said yesterday that he has submitted the proposal to the Double-A franchise’s ownership group,tiffany sets, and expects acceptance.
The Richmond Metropolitan Authority owns and operates The Diamond. Mike Berry, RMA general manager, said the RMA would have to approve any "physical changes" made at the ballpark. The Squirrels and the RMA will be meeting soon,pearl key rings, Berry said, to review the recently completed season and make plans for next season.
There was demand during the Squirrels’ inaugural season from small groups that the franchise could not accommodate because of The Diamond’s current design and suite situation, according to Domino. The Diamond includes 15 suites for group use, but only three are available on a per-game basis. The others are reserved for seasonal use.
The design for the outdoor suites involves the conversion of six-row areas on both sides of the press box. The first two rows would be fitted with padded seats. The four additional rows would be removed and converted into standing platforms with drink rails.
"A group could purchase that area and have 12 seats in the front, two rows, and then plenty of room for hanging out and having fun, socializing in two levels behind that,tiffany necklaces," Domino said.
"We had a lot of business we had to turn down because we didn’t have enough group areas. We would hope to get a return on that investment over the first year, two years at worst."
Typically, groups of 35 or fewer would occupy an open-air suite, Domino added,jewelry pendants, and the stadium capacity of 9,necklaces on sale,560 would not be affected.
Domino said the Squirrels also hope to install a speed-of-pitch indicator on the wall in right-center field, and make improvements in concessions equipment that will enhance fans’ experience.
The Squirrels made approximately $2 million worth of improvements to The Diamond before the start of the 2010 season, and will be making infield upgrades at a cost of approximately $40,000 later this month. They spent about $7,000 on infield improvements during the season.
The club, the Eastern League and Minor League Baseball view a new ballpark as essential for affiliated baseball to remain in Richmond long-term. Lou DiBella, the franchise’s president and CEO, said a few days before this season began that "There’s no way in the world we’re going to be [at The Diamond] less than three years."
At this time there is no firm plan for a new ballpark.

The measure was presented to the full House in the form of Cao’s amendment to Senate Bill 2868. Its passage by voice vote followed a speech by Cao on the House floor. Cao told colleagues, "When this bill came over from the Senate, it was limited to the American Red Cross, but during our committee mark-up,silver necklace, I offered an amendment expanding S. 2868 to make all qualified non-profit organizations–nationwide and local–eligible to purchase from the federal supply schedules."

Under that program, the GSA establishes long-term, government-wide contracts with commercial vendors providing more than 11 million supplies and services to government agencies at volume discount pricing.
Cao said, "No one is more keenly aware than the people of New Orleans and Jefferson Parish of how important disaster relief and recovery organizations are in a crisis. Organizations such as Catholic Charities, the Salvation Army and the American Red Cross were there for us during Katrina and other storms as well as the oil spill. We want to show our appreciation and respect for the work that they do, and assist them in every way possible. This bill is one way of providing that support."
